According to the early users of the console, the playstation classics menu narrated that it uses a variant of the super popular PCSX emulator.

Though PCSX is distributed via a GPL license and it can be used for commercial purposes which is why you often see the same emulator being packaged differently and sold as unique apps to smartphones, so it means the PCSX developers won't be paid for their work, with Sony making opportune profit for repackaging an open-source emulator with same low end hardware.

Though this isn't new to console Nintendo also used a third party emulator in their SNES console, so sony isn't the first to do this.
